Arunachal sets condition for Defence Ministry on land

ITANAGAR, Apr 20: The Ministry of Defence was today informed by the state government that the process is on for grant of permanent rights instead of lease hold right to defence authorities. This, however, on condition that the Defence Authorities pay annual lease rent of Rs 10 per sq mtr, which is as per the amended rules of state's land settlement laws.

Discussing on defence related land compensation issue, the state government briefed that on matters of dual compensation raised by the defence forces, a Group of Ministers is constituted whose report is being awaited.

The discussion was held in Itanagar on Thursday when the Defence Secretary G Mohan Kumar met Chief Minister Pema Khandu for a high-level review meeting on defence related issues in the state.

The meeting took up issues related to land acquisition for defence purposes, status of ALGs, railway line from Missamari to Tawang, and other security related issues.

On dual use of six ALGS in the state, it was informed that defence authority had approved for civilian use of these airfields on 30th March,2017 that would promote tourism and other commercial activities and bring succour to the sick and needy who require urgent transportation.

The meeting also discussed on ALGs to be constructed in Dirang and Tawang,

which had assurances from the Chief Minister to speed up clearance of pending issues to expedite construction of these airfields.

Discussing on Missamari to Tawang railway line, which is expected to be completed by October 2020, the officials urged on the need to speed up on location survey works so that the project could be completed earlier. The survey work for the project, which is estimated to cost Rs 50,000-70,000 crore, is expected to begin next year.

The meeting also discussed on establishment of army brigade in Khonsa and army cantonment in the state capital.

Defence officials briefed the visiting Secretary on India's first adventure sports institute - National Institute of Mountaineering and Allied Sports (NIMAS), which was established in 2013 in Dirang.

The institute is under control of Ministry of Defence that provides training in mountaineering, aero & aqua sports. The Defence officials also urged on the need to speed up work on ALG in Dirang to meet expectations of high-end tourists for sports adventure.

The meeting was also attended by Minister for Town Planning and Urban Development Minister, Nabam Rebia, including senior army officials and senior state officials.

 

 

 

India objects to China renaming places in Arunachal, AAPSU amused

New Delhi, Apr 20: Taking offence to China renaming six places in Arunachal Pradesh, India today said inventing names of states of a neighbour does not make illegal occupation legal.

Reacting to the issue, Spokesperson in the Ministry of External Affairs Gopal Baglay said Arunachal Pradesh is an integral part of India.

He said "renaming or inventing names of states of your neighbour do not make illegal occupation as legal".

China yesterday had announced that it has "standardised" official names for six places in the Northeastern state and termed the provocative move as a "legitimate action".

The Chinese move came days after Beijing lodged strong protests with India over the Dalai Lama's visit to the frontier state.

Meanwhile, the All Arunachal Pradesh Students Union (AAPSU) termed move of the Chinese Government to rename six places in Arunachal in the backdrop of Dalai Lama's recent visit to the state as intriguing and unnecessarily interfering into the internal affair of a sovereign nation.  

"The development is uncalled for and an unwarranted act on part of the Chinese Government. It is a deliberate plan to create confusion and commotion for their long-term sinister design in the international community. We reject such renaming without certification from the indigenous populace of Arunachal Pradesh," said AAPSU President, Hawa Bagang.

"History is the living witness that Arunachal was never part of China at any given point of time and such parochial approach and idea won't have any takers in the state of Arunachal Pradesh, who are one of the most patriotic people in the country", added the AAPSU President.

 

 

 

Arunachal’s identity, oral history vulnerable: Pema Khandu

RONO HILLS, Apr 20:  Chief Minister Pema Khandu has said that Arunachal, which is largely an oral society with its history, art, identity and folklores have become very vulnerable with a real threat of literally disappearing.

He said this while speaking at the inaugural function of the three-day National Seminar on Archaeology, History, Art, Museums and Folklores of North East India at Rajiv Gandhi University in Rono Hills.

"It is in forums like this that we need to explore how we can reinvent our modes of expression and alter our knowledge in a manner that is both at once accessible and exciting for our young," Pema suggested.

Despite well intended initiatives by agencies like the state department of Research, Art & Culture and RGU's Arunachal Institute of Tribal Studies, Departments of Anthropology, History, Political Science, the Life Sciences and others, a large part of these researches remain inaccessible to the young generation, he observed.

He said the biggest task facing the academia today is to help the society understand itself and to make use of the knowledge gathered to bind the society closer, to create an acceptance of the diversity of cultures and acceptance of each other's lives.

Pema emphasized that in the pursuit of understanding the society it is important that disciplines like Archaeology, Anthropology, Folklore and History need to re-examine the context in which they survive today, and recognise these shifts in perception.

"With the advancements not only in information and communication technologies, but even in the very idea of what constitutes knowledge- whether it is formal or traditional, we realise that how we consume knowledge and information is very different from the way we used to - even just 10 years back."

Pointing that in historical and cultural context, the northeast of India is a complex megalith with each state having diverse historical growth, Pema said it has given rise to the existence of the "north east", which somehow remained a separate geographical and political entity to the larger Indian psyche.

Hailing scholars, researchers and writers striving to bridge the distance, he said as the northeast is a complicated area to study, having been able to document and understand these intricate inter-relationships deserve a whole lot of appreciation. "That is where I believe the success of this seminar lies. That, in its very conception, it proposes to examine what has worked, what hasn't and what needs to be done to make the discipline work. There cannot be a more opportune moment." he added.

Pema, who met representatives of the RGU students' and employees' associations, meanwhile, assured that the issues of approach roads and pensions would be taken up on priority by the state government. The members had briefed the CM about the issues of the University and submitted a memorandum on their long pending demands, especially pension matters of the employees and road conditions from Bage Tinali to University.

Chairman of the Indian Archaeological Society Dr K N Dikshit, Director General cum Vice Chancellor of the National Museum Institute Dr B R Mani and RGU Vice Chancellor Professor T Mibang also spoke on the occasion.

The Chief Minister, along with the dignitaries later released a book titled 'History Today' during the function.

The seminar is being organized by the Indian Archaeological Society, New Delhi in collaboration with RGU and National Museum Institute, New Delhi and being attended by research students and scholars from various parts of the country.

 

 

 

Govt employees association submit memo to CM

ITANAGAR, Apr 20: The All Arunachal Pradesh Government Employees Welfare Association has in an eight-point representation addressed to the Chief Minister, urged the state government to fix the service age limit of all working government employees at 58 years to facilitate employment opportunities to the new generation.

It has also suggested that the employees willing to quit the job on certain grounds should be given voluntary retirement after 18 years of continuous service.

The Association also requested the government to arrange buses for every department,

wherein staff from peon to Grade-B officers could avail the bus facility thereby, reducing the traffic congestion.

It also called for immediate abolition of NOC system and appealed to the state government for passing of resolution in the Assembly regarding cabinet decision on Anti-Drug Youth Act.

Further, the Association urged the government to follow the Government of India norms in transfer and posting of employees. It also called for strict implementation of the Golden Handshake Policy.

 

 

 

AAPSU urges govt not to heed to CoSAAP’s demand

ITANAGAR, Apr 20: The All Arunachal Pradesh Students' Union (AAPSU) has called upon the state government not to heed to the demand of the CoSAAP to raise the retirement age bar from 58 to 60 years.

In a release, the AAPSU stated that any wavering on the part of the state government in the sensitive issue of enhancing the age limit from 58 to 60 years and the issue of NOC will not be tolerated at any cost.

"We call upon the state government to take serious note of our repeated request on the issue of CoSAAP's demand. The government must be sensitive as well as sympathetic to the hopes and aspirations of thousands of youths in the state who are desperately looking out for one opportunity to realize their dreams. However, this demand of the CoSAAP will instead lead to "state of stagnation", said AAPSU General Secretary Tobom Dai.

Further, the Union said that the proposed state cabinet meeting slated to be held on Friday afternoon must take into consideration the deteriorating academic atmosphere in higher institutes of learning like NERIST and NIT in the state.

"Specific corrective suggestions must be conveyed from the state government to MHRD for appointment of regular directors in both the institutions of higher learning that have been left to fend for itself with stop gap arrangement for many years," said AAPSU President Hawa Bagang.

Further, he informed that the AAPSU will visit both the institutes to note the prevailing situation.

The Union also reminded the state government to reconsider the decision of winding up engineering wings in Education, Sports and Tourism departments. "Such a move would have an adverse effect on the overall growth of the departments and lead to unemployment of the individuals," said Bagang.

 

 

 

Pakke Tiger Reserve announces prizes for best camera trap captures

ITANAGAR, Apr 20: Prizes for the best camera trap captures were announced at West Bank, Seijosa Range during a function organized by the Pakke Tiger Reserve (PTR) on Wednesday last, which was attended by Parliamentary Secretary for Environment and Forest, C T Mein, MLA, Kameng Dolo, PCCF, G N Sinha and ADC, Kento Riba.

The first prize went to Upper Dekorai Antipoaching camp for capturing the Melanistic Golden Cat image, while Tippi Ghat Antipoaching camp won the second prize for capturing two leopards and a black panther playing. The third prize went to Kimi Antipoaching camp for capturing a leopard and a black panther walking together.

Further, Karchung Monpa from Tippi Range, Montu Basumatary from Seijosa Range and Changrang Nabum from Rilloh Range were also awarded for being the most sincere staff, while Rasham Brah caretaker of camp elephant Khaising also won an award.

Earlier, the Parliamentary Secretary released the Annual Report 2017 and the official brochure of Pakke Tiger Reserve. While congratulating the entire team of Pakke for successful completion of their annual activities, Mein stressed on the need for participation of all stakeholders in the conservation activities in Pakke Tiger Reserve.

During the programme, Field Biologists of PTR, Chandan Ri and Shradha Rathod presented the results of Tiger Census and Synchronized Elephant Estimation survey, while G N Sinha released the Tiger census and the Elephant Estimation reports 2016 - 2017.

Two short films on camera trapping in Pakke Tiger Reserve and Elephants of Pakke were also screened by Green Hub.

Speaking during the valedictory function, DFO, Tana Tapi said that the programme aims to keep the staff motivated and create awareness among the local communities, NGOs and other officials about the work that goes on in Pakke throughout the year.

 

 

 

WASE opposes establishment of IMFL distillery plant at Pasighat

ITANAGAR, Apr 20:  The Women Against Social Evils (WASE), a Pasighat-based anti-drug campaigner non-governmental organisation on Thursday claimed that more than 60 percent of children (teenagers) in East Siang district are alcohol or drug addicts.

This was informed by WASE General Secretary Jaya Tasung Moyong in a press conference held at the Press Club today.  However; WASE did not substantiate its claims with any official data.

The anti-alcohol and drug crusaders of East Siang district had submitted a representation to Minister Industries, Textiles and Handicraft and Cooperation, Tamiyo Taga and the state Chief Secretary, opposing the establishment of Indian Made Foreign Liquor (IMFL) distillation plant at IGC Niglok-Ngorlung under Pasighat.  The anti-drug women's group pleaded to the Minister and Chief Secretary to cancel the permission given to the mentioned firm.

The group claimed that due to drug and alcohol addiction, the number of school dropouts, robberies, theft, road traffic accident and other crimes are alarmingly increasing in the district.

"Majority of children are alcoholics due to easy availability of IMFL shops in Pasighat. If the alcohol distillery plant is allowed at IGC Niglok, it will aggravate the matter", the WASE feared.

Opposing the proposed plant, the group stated that the company may agree  to prescribed guidelines by the government but it  will not be able to ensure pilferages of liquor in the black market which would adverse the situation in Pasighat, WASE added.

The group informed that 11 villages of the proposed site have agreed to oppose the installation of the distillery plant. A signature campaign was also conducted, in which villagers signed on a petition that they do not want the IMFL distillation plant to be established.

It further claimed that most drugs are being smuggled into Pasighat from neighouring Assam, and the group appealed to the state government to initiate a mechanism involving Assam counterparts to contain flow of drug peddlers.

 

 

 

Nurses seeks action against nurses with fake certificates

ITANAGAR, Apr 20: In a shocking revelation, the Trained Nurses Association of India, Arunachal Pradesh State Branch on Thursday informed that there is mushrooming of untrained nurses with fake certificates and documents in the state.

In a representation to the Minister of Health and Family Welfare, the Association stated that these untrained nurses have falsified their diploma transcript and certificates claiming that  they have the requisite experience and registered under various state councils.  

The Association further claimed that on being scrutinized, the certificates of Arunachal Pradesh Nursing Council (APNC) trained nurses were found to be forged. It was also informed that the APNC had furnished the names of candidates who are serving as nurses in the district with fake certificates. However, no action has been initiated yet.

"A nurse without proper education is dangerous to a patient", the Association stated.

It informed that, so far, 11 untrained nurses with false certificates have been detected.

The association sought immediate dismissal of the said nurses from their services, and said that the APNC has already been notified of the cancellation of the 11 nurses whose documents were found to be falsified.

The Trained Nurses Association further feared that there may be hundreds of untrained nurses with fake certificates and added that the government should look into the matter seriously.

 

 

 

Six trained psychiatrists for entire Arunachal  

RGU workshop on Mental Health

ITANAGAR, Apr 20: For a population of more than 13 lakh, Arunachal has just six trained psychiatrists, a glaring example of inadequacy of psychiatrists in India.

This was informed by leading psychiatrist Dr Tame Kena while speaking at a workshop on Mental Health and Emotional Well-Being organized by the Department of Social work, Rajiv Gandhi University on April 19.

Dr Kena further said that self harm or suicide has become the leading cause of death among the youth world over.

Empirical evidence of Dr Kena suggested that suicide rate in the state is higher as compared to pan India (10.1 as compared to 8.6 per hundred deaths), while there is alarming data of 58.6 percent empirical evidence of suicides among Mishmi tribe, said an RGU report.

Senior Lecturer and Psychotherapist, Guwahati Medical College and Hospital, Dr Bornali Das discussed on  risk and protective factors related to suicide,  emphasizing on "hopeless, worthless and helpless" as  the hallmark of suicide. She also stated that personality also plays a very important role.

Happiness Assessment Index and several psychotherapy tools and exercises were administered with the delegates.

Globally, 10 lakh people commit suicide in a year. Suicide rate is highest in Sikkim among the north east states.

Depression and Suicide, Lifestyle and Stress, Prevention of Suicide and Positive Mental Health Perspective, Gate Keepers of Suicide Prevention and Psychological First Aid were covered during the two-day sessions.

The workshop was organized with the purpose of building resilience among the youth across disciplines from Rajiv Gandhi University, said the department's Assistant Professor, Ravi Ranjan Kumar.

The two-day workshop was inaugurated by Vice-Chancellor, RGU Professor Tamo Mibang, which was attended by Dean, Faculty of Social Sciences, Professor S K Singh, among others.

Department of Psychiatric Social work, LGB Regional Institute of Mental Health, Tezpur, Buli Daimari, Assistant Professor, Department of Social work, Tezpur University Dr Apurba Saha and Lecturer cum Vice Principal, School of Nursing, Downtown Hospital, Guwahati Angshu Lama, were the other resource persons.

 

 

 

Public hearing for Itanagar-Banderdewa four lane starts

ITANAGAR, Apr 20:  Public hearing pertaining to construction of four lanning of Itanagar-Banderdewa NH-415 from Papu Nallah onwards began at the office of the Highway Administrator cum Chief Estate Officer/ Additional District Magistrate, Talo Potom.

Altogether, 50 people, who received notices attended the first day of the public hearing.

Potom said that despite several evictions made, many people have constructed structures on the Right of Way (ROW) without following laid down rules.

There may have been lapse during land assessment but 15 metres of RoW needs to be maintained at any cost, otherwise the structure would be dismantled, he said.

 He appreciated former MLA Kipa Babu, who voluntary came forward as a building owner from Papu Nallah.

Potom also requested the citizens of Capital Complex not to create problems and hurdles during the eviction drive as well as the construction period.

Babu said that eviction may begin from Papu Nallah point and from his building so that everyone may follow.

Few women street vendors complained about losing their businesses if eviction is carried out, but they too assured their cooperation as they said that they also want good roads in the Capital Complex.

Meanwhile, Chief Engineer (Highway) Toli Basar said that the bidding process is almost complete and that the papers will be sent to the Ministry for approval. Basar further said that IIT Guwahati will check the technical aspect for package B and C, the DPR for which needs to be submitted to the Ministry with a minor modification, which includes flyover at Naharlagun Township and Viaduct bridge along the bank of river from Nirjuli to Karsingsa.

IMC Councillor Gora Lotak was also present, among others.

 

 

 

Rebia urges Central Govt to release special package under AMRUT

ITANAGAR, Apr 20: Urban Development Minister Nabam Rebia has appealed to the Union Urban Development, Housing & Urban Poverty Alleviation Minister  M Venkaiah Naidu  to allocate  special package of Rs 470.44 crores  to Arunachal Pradesh under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) since the municipality is unable to avail external resources like funding from Asian Development Bank (ADB) and JICA for infrastructure development of the Capital city, Itanagar.

Attending the review meeting of the Ministry of Urban Development and the Ministry of Housing and Urban Poverty Alleviation's schemes for Northeastern states, including Sikkim, in Guwahati on April 18, Rebia  also requested  the Union Minister for consideration of  Smart City proposals  of Itanagar and Pasighat  within this fiscal year, which were submitted by the state government for early consideration of the Central Government.

Rebia also appealed for release of the Additional Central Assistance of Rs 26.44 Crore for completion of ongoing five projects sanctioned under the Urban Infrastructure & Governance (UIG) component of JNNURM within current financial year and to enhance the central incentive of Rs 4800 to Rs 12000 for construction of Individual Household Latrines (IHHL) and to raise the ACA from Rs 39200 to Rs 47040 per seat for construction of community toilet under Swachh Bharat Mission (Urban).

He further requested the Central Government to release the balance central share of Rs 48.58 crore only for completion of 15 ongoing projects under the Ministry of Urban Development and to release central share to the tune of Rs 13.46 crore for completion of five ongoing projects under the Ministry of Housing and Urban Poverty Alleviation, under 10 percent lump sum schemes for the benefit of North eastern region, including Sikkim.

"Arunachal Pradesh is unable to avail funding under North Eastern Region Urban Development Programme (NERUP) funded by the Asian Development Bank due to alleged objections from China," Rebia said, and requested the Central Government to give additional 10 percent  funding, particularly to Arunachal Pradesh under the 10 percent lump sum schemes for the benefit of North eastern region, including Sikkim.

He further called for enhancement of the fund allocation from Rs 1.50 lakh to Rs 2.50 lakh for construction of a house of 30.00 sqm carpet area as the present allocation is too meagre for construction of a house having 30.00 Sqm carpet area in Arunachal Pradesh under the Pradhan Mantri Awas Yojana - Housing for All (Urban).

Rebia also requested the Union Minister for early release of all balance funds and to enhance the allocation under SBM, DAY-NULM, PMAY-HFA so that all these programmes could be implemented smoothly in the remote and backward border state of Arunachal Pradesh.

The Union Minister has suggested the state government to provide its own share at par with others state in respect of construction of houses under PMAY - HFA (U).

Rebia was accompanied by Taba Tedir, Chief Engineer-cum-Director (UD&H), Amoy Morang, Director, Town Planning & Urban Local Bodies, Taring Darang, Joint Director (UD&H) and Marcony Potom, Joint Director (UD&H) and Terge Sora, Assistant Town Planner (TP & ULB's) in the meeting which was chaired by  Union Minister Naidu.

 

 

 

Run up to the under 17 FIFA World Cup Football event

ITANAGAR, Apr 20: In order to develop the interest of youths towards  the game of football, the Prime Minister's Football Tournament (under 19 for boys and girls) will be played from May to August 2017 in various states/ UTs as "Run up to the Under-17 FIFA World Cup 2017", to be held  from September to October, 2017.

The tournaments for both boys and girls will be organized by the CAPFs across the country in consultation with Kendriya Vidyalaya, SGFI, IPSC and state football clubs. This was informed by the Itanagar ITBP Commandant during a meeting with Capital Deputy Commissioner Prince Dhawan at his office on Thursday.

In Arunachal, the tournament will be organized by the ITBP from May 1 to 10 and will be participated by two teams each (boys and girls) from Kendriya Vidyala Sangathan, SGFI, IPSC and local football clubs.

It was further informed that total of 16 teams were finalized and are ready to face the league matches.  

The opening and closing ceremony will be organized at Rajiv Gandhi Stadium, Naharlagun and rest of the league matches will be played at Sangey Ladhen Sports Academy, Chimpu, Itanagar. The Chief Minister is expected to attend the event.

Taking stock of the sporting activities being organized by the ITBP/ CAPFs, Dhawan said  that it is a golden opportunity for the youths of  the state, as the CAPFs are eyeing to recruit young and emerging players in the CAPFs, adding that the promising players will get a chance to represent the country in the Asian Championship.

A Selection Committee will select the U-19 team of each state/ UT after assessing the performance of all the players participating in the first phase and the team selected from the state will go on to participate in the second phase, he added. (DIPRO)

 

 

 

Workshop on technical education for Polytechnics of NE states begins

BOMDILA, Apr 20: Emphasizing on skill development which is essential for Human Resource Development, Parliamentary Secretary for Home & Education Pani Taram, during the inaugural session of the third regional workshop on Technical Education for Polytechnics of North Eastern States gave thrust on technical education as the polytechnics have been a late starter in the region especially in Arunachal Pradesh.

The workshop, under way at Dirang, started on Thursday.

Observing that infrastructure development and financial resources are the main hurdles for polytechnics to make their mark, Taram urged the Director of the National Institute of Technical Teachers Training and Research (NITTTR), Kolkata, to pursue the matter with the ministry of Human Resource Development (HRD).

He also remarked that, the faculty of the polytechnics needs to be well trained, knowledgeable and kept abreast with the modern technology in order to produce skilled and competent graduates.

Earlier, Dirang Additional Deputy Commissioner, D Riba in his address hoped that the regional workshop would provide the right platform for the polytechnics of the North-east to discuss at length the matters related to the development of polytechnic education in the region and to chart out a road map accordingly.

Kolkata NITTTR Director, Professor Phalguni Gupta and Director Higher & Technical Education, Dr T Padu also spoke during the inaugural session, while the programme coordinator, Professor S K Naskar dealt on the objectives of the workshop.

The deliberations would be centered on the issues related to the development of polytechnic education in the North East region.

Earlier in the morning, the Parliamentary Secretary visited the Government Polytechnic Dirang, located at Sangti valley and opined that the institute, with seven faculty members and 72 students is making a modest beginning. (DIPRO)

 

 

 

Dalai Lama writes to Governor

ITANAGAR, Apr 20: His Holiness, the 14th Dalai Lama has in a letter to the Arunachal Pradesh Governor, recently conveyed his appreciation to the Governor of Arunachal Pradesh for the friendship and warm hospitality he received during his recent visit to the state.

His Holiness said that he was very much moved by the enthusiasm that people from all walks of life showed in his effort to promote human values like compassion.

The Dalai Lama's letter was in response to an earlier letter by the Governor wherein he expressed gratitude on behalf of all the people of Arunachal Pradesh for the latter's visit to the state. (PRO to Governor)

 

 

Link failure causes hardship to customers of PNB

NAHARLAGUN, Apr 20: The Punjab National Bank (PNB) Naharlagun branch downed its shutter owing to link failure for two days.

The PNB Naharlagun branch, which is located at G-Extension, downed its shutters and was locked for the last two days and a notice reading "link failure" was hung outside. The customers had a harrowing time and many were seen standing outside the bank, hoping that it will start operations soon.

While talking to the media, Branch Manager B P Hazarika said that owing to link failure they are not able to perform their duties and apologized to customers for the hardship. However, the bank started normal operations from Thursday morning onwards.

 

 

 

No payments for poor quality work

ITANAGAR, Apr 20: Siang district Deputy Commissioner, Rahul Singh on Thursday undertook a series of back to back inspection of various works that were executed by PWD in the previous year in Rumgong Division.

He was assisted by a team comprising of EE PWD Duggum Lona, DPO Tapik Komut, assisted by Deputy Director UD & H Sonkoli Sonam as the technical advisor and a host of other field officials and staffs of PWD.

The team undertook inspection of CC steps constructed in various villages of Jomlo-Mobuk Circle,

construction of RCC Bridge at Patum Nala, retention walls under construction at various locations near Rumgong, boundary wall under construction at CHC Rumgong, construction and extension work currently being undertaken at Jomo Middle School and the status and progress of formation cutting work for the Molom to Yosing road.

Taking stock of the works undertaken, the DC directed the department not to release payments for substandard quality work. He further directed the PWD officials to go for timely and mandatory inspection of the works being undertaken to ascertain the ground realities and also to ensure execution of quality work.

Shortcomings that were observed in the works inspected were asked to be rectified with an action taken report to be submitted to him and the concerned administrative officer was also directed to ensure that the rectification work is undertaken in letter and spirit.

 

 

 

DC calls for Aadhar seeding of ration card holders

ITANAGAR, Apr 20: In order to streamline the Aadhar seeding of ration card and DBTL in the Capital Complex, Deputy Commissioner, Prince Dhawan on Thursday issued instructions to all the Fair Price Shop dealers within the Capital Complex to ensure that they should collect the details of bank account, aadhar number, mobile number, etc of all the beneficiaries while issuing the ration for this month. He further requested all the beneficiaries to give the required details to the Fair Price Shops when they visit the shops to receive their ration. The entire process shall be supervised by concerned Food Inspectors. (DIPRO)

 

 

 

Training prog on child track system held

ITANAGAR, Apr 20: The Women & Child Development Department organized a one-day training programme on 'TrackChild 2.0' and 'Khoya Paya' for District Child Protection Officers, Juvenile Justice Boards, Child Welfare Committees, Child Care Institutions and Master Trainers at Administrative Training Institute, Naharlagun on  Thursday.

The objective of the training programme is to completely roll-out the system of 'Track Child Portal' to effectively track every missing child of the state, among other uses.

In her inaugural address, WCD Secretary Madhu K Garg elaborated on the importance of implementing TrackChild system and Khoya Paya to track missing children. "It becomes very painful for the parents, when a child goes missing suddenly. The life of the missing child becomes worse and painful when the child falls in the trap of traffickers," she observed.   Garg also called upon the trainees  to avail maximum benefit  from the training  programme for effective implementation of  the Track Child Portal system and Khoya Paya.

In his keynote address, Itanagar NIC SIO, Jyotish Roy informed that this project was first started in West Bengal as a pilot project and is now being implemented all over the country due to its success. The NIC was entrusted with the task of developing the National Tracking System for Missing and Vulnerable Children and to implement it throughout the country.

With the implementation of the Integrated Child Track System, the reporting of cases has increased many folds and chances of recovery of children have also increased, he added.

Fire service week concludes

ITANAGAR, Apr 20: The Fire Service Week from April 14 to 20 concluded with a valedictory function at Bunny Fantasy World School here, on the theme "Fireman- your partner for saving life and property" on Thursday.  

The week was observed under the guidance of Superintendent of Police, Fire & Emergency Services, Kime Aya.

During the week, fire awareness programmes and demonstration  on LPG fire, oil fire, rescue drill  and do's and don'ts were organized  by the resource persons, including Itanagar Fire Station Officer in-charge, Koj Taro and LFM Yomgam Likar at various locations, including Gandhi Market, Gohpur Tinali, Eleazer English school, Niti- Vihar and Hotel Donyi Polo Ashok.

Taro also highlighted the aims and objectives of the Fire Service Week and suggested the general public, particularly building owners to keep at least minimum required fire safety equipments at their disposal as per government guidelines in order to minimize loss of life and property.

 

 

 

Tayeng inspects developmental works

PASIGHAT Apr 20: Mebo MLA cum Advisor to Chief Minister, Lombo Tayeng inspected flood control works at Sigar and Namsing villages, besides taking stock of work completion at Namsing CO Headquarter and Polo Amusement Park cum picnic spot near Boguli, adjacent to the Daying Ering Wildlife Sanctuary on Tuesday.

While inspecting the flood protection work funded by CAMPA at Sigar village, Tayeng called for judicious utilization of project funds. He also inspected the flood protection work at Namsing and appreciated the united efforts of the villagers in carrying out flood control measures.

Tayeng further inspected the infrastructures at Namsing Circle Office HQ and ongoing works at Polo Amusement Park cum Picnic Spot at Borguli. The MLA was accompanied by government officers of various departments during his visit.

 

 

 

ESDBA calls off boycott

PASIGHAT, Apr 20:  The East Siang District Bar Association (ESDBA), which has been boycotting government cases for nearly two years, finally called off its stir from Tuesday last.

Informing about the decision, ESDBA President, Advocate Toning Pertin said that the pending bill has been assured to be cleared within a week by the  Deputy Commissioner. "Accordingly, we have appealed to our penal of lawyers to take up government cases."

Meanwhile, ESDBA expressed gratitude to DC Tamiyo Tatak and EAC (Judicial) Kamin Darang for their initiative to clear the long pending bills of the penal of lawyers.

It is worth mentioning here that due to non-clearance of professional/ appearance fees as Public Prosecutor, State Defence Counsel and Amicus-Curie in the Court of Additional District & Sessions Judge and the Chief Judicial Magistrate, Pasighat, the penal of lawyers under ESDBA went on for indefinite boycott of government cases from May 2, 2015.

 

 

 

CCTV surveillance cameras installed in various locations of Tezu town

TEZU, Apr 20: Taking the smart district initiative to another level, around 34 CCTV surveillance cameras were installed on Thursday in the market and other sensitive areas under the initiative of the District Administration.  

The CCTV cameras were earlier installed near busy and sensitive areas like SP's office, General Hospital and Kanchi Chariali as well.

Terming it as a move towards self sufficiency, Deputy Commissioner Danish Ashraf said that this will instil confidence among the general public and improve safety and security. He hoped that the installation of CCTV cameras would further mitigate the sporadic cases of thefts and anti-social activities.

The CCTV surveillance cameras were installed under the district innovation fund of the DC. Ashraf also acknowledged contribution of Arts & Culture Minister Dr Mohesh Chai in the installation process. (DIPRO)

 

 

 

District Review Committee meeting held

YINGKIONG, Apr 20: The first meeting of District Review Committee on Prevention of use of Foreign Made Automatic Hand Sawing Machine in Upper Siang district was held on Wednesday.

Superintendent of Police Amulya Bora, Divisional Forest Officer Anying Boli and the Sub-Divisional Officer (SDO) attended the meeting, which was chaired by Deputy Commissioner Remo Kamki.

The Committee held elaborate discussions and made strategic action plan to prevent use of Automatic Hand Sawing Machine which will go a long way in preservation of forest in Upper Siang.

It was resolved in the meeting that ADC, Tuting will constitute a separate Task Force for the circle falling under Tuting Sub-division. Local representatives of the Forest Department like Beat Officer and Range Forest Officer will be included along with the OC PS, Tuting as members. The Task Force will be headed by respective administrative officers. ADC Mariyang and EAC, Geku will also form circle wise Task Force for Mariyang-Mopom and Geku-Katan circles respectively, involving representatives of the Forest Department and Police, while CO Jengging will constitute the Task Force for Jengging Circle on similar lines as the others.

The District Review Committee shall meet at least once in a fortnight to supervise, monitor and coordinate the functioning of the task forces of the district and submit an ATR in the monthly report. (DIPRO)

 

 

 

Decadal Nyishi Day celebrated

ITANAGAR, Apr 20: The reports of celebration of the Decadal Nyishi Day in the Nyishi dominated  districts are  still pouring in.

Attending the celebration at Palin on Wednesday, local MLA Takam Pario advised the Nyishi brethrens to lead a disciplined life and work hard for the uplift of the Nyishi community in particular and state as whole.

More than 20 Rwhkam Pada and cultural troupes presented different colourful dances on the occasion. The celebration was also attended by NES district unit Vice President Tatung Taying and block level NES executive members of Kra Daadi district, government officials, Panchayat leaders, gaon burahs, students and the general public.

Earlier, Kra-Daadi district unit NES chairman Biri Son hoisted the NES flag.

At Pakke-Kessang, speaking on the occasion, Gogoi Natung asked the Nyishi people to be united and disciplined in every approach.

Among others, Er Tayom Tok, Chairman, XII-Pake-Kessang Intellectual Forum, former ZPM B C Tok and Chuma Nabam, NES Assistant Secretary Sports & Youth Affairs also spoke on the occasion. East Kameng ZPC Mering Natung also attended the celebration.

The organizing committee also posthumously felicitated, late Dera Natung for his pioneering role for social transformation.  Colourful cultural programme and games and sports were also part of the programme, which was attended by Panchayat leaders, gaon burahs and general public.

At Seppa, the East Kameng district unit of Nyishi Elite Society celebrated Decadal Nyishi Day at Seppa general ground.

Attending the celebration, East Kameng Social Welfare and Cultural Organization (EKSWCO) Chairman Khya Safar Pao called upon the Nyishi people to maintain the dignity of the community and abolish fine/ revenge system.

Cultural programme, tree plantation and friendly football match between NES XI and DC XI were highlights of the celebration. DC XI won the football match. General public from all walks of life, including gaon burahs/ buris, students and  government officers attended the celebration.

At Koloriang, Kurung Kumey district unit NES Vice-Chairman, Tarh Chakum hoisted the NES flag and outlined the three decades of  struggle of  Nyishis for changing the alien word Dafla to Nyishi. For the first time, Nyishi Day was celebrated in district and grass root levels, he said  and  stressed that celebrations should be continued at Koloriang and block levels.

Attending the celebration, one of the prominent and  senior citizens of Koloriang, Bengia Tado narrated  the Nyishi movement for  change of nomenclature.

Among others, ZPM of Upper Koloriang, Chello Tagar and ZPM of Lower Koloriang, Nangram Niani also spoke on the occasion. Rwkham Pada, cultural and archery competitions were also organized as part of the celebration.

At Raga, the celebration started with hoisting of flag by block NES Chairman Tania Milli.  This was followed by flag song with mass participation of Panchayat leaders, gaon burahs, local public leaders, senior citizens and executive members of Raga Area Employees Welfare Association.

At Daporijo, the Nyishi Day was celebrated at Ligu with hoisting of flag by Upper Subansiri district unit NES chairman, Jumni Ligu. Narrating the Nyishi unification movement and changing of nomenclature from Dafla to Nyishi, Jumni appealed to the gathering to work in unison to make the Nyishi community vibrant and strong. He also asked the public to maintain communal harmony. The Nyishi Day was also celebrated at Gepen, Puchi-Geko, in presence of Panchayat leaders, students, goan burahs and others.

 

 

 

 

'Advertise posts'

ITANAGAR, Apr 20:  The All Arunachal Unemployed Health Assistant Association (AAUHAA) has in a letter to the Commissioner Health & Family Welfare, GoAP demanded immediate advertisement for 32 posts and three additional vacant posts under Health Service Department.

It further demanded that all the contractual candidates of Junior Health Assistant should not be regularized as they will be regularized against the newly created posts as per notification No.MDEV-39/14 dated Apr 13.

The association demanded that all candidates applying for the post of Junior Health Assistant must be trained from recognized Health Training Research Center, Pasighat. It also threatened to resort to democratic action in case the department regularizes untrained candidates.

 

 

 

Forum calls for NIT while awarding works

ITANAGAR, Apr 20: The All Arunachal Pradesh RTI Activists' Youth Forum (AAPRTIAYF)  in a memorandum to the Principal Chief Conservator of Forest, requested  him not to allow any  kind of  construction activities, including building maintenance, road renovation and retaining wall  in violation of  guidelines  and norms prescribed under the CPWD manual.

In its memorandum, the Forum alleged that many buildings were constructed without following CPWD NIT tender norms under the Forest Department. Questioning the quality of the construction works, the Forum also said that pre-allocation of fund directly from the Forest Department also hampers the government coffer.

It appealed to the PCCF to give instructions to the concerned officers to follow the guidelines and NIT process while awarding construction works under the Forest Department.

More need to be done to abolish VIP culture

The decision of union cabinet to stop using of red beacon by VIPs is good beginning towards abolishing VIP culture from India. Union Cabinet yesterday took the decision to remove red beacons from all VIPs including the President, Prime Minister and Chief Ministers. Following this decision Chief Minister Pema Khandu ordered removal of all red beacons from vehicles used by the Chief Minister's Office, including vehicles of his official convoy. Now that a beginning has been made, both union as well as state government should take more steps to fully abolish VIP culture.

There should not be any separate entry for them at airport and railway station. Also the convoy of so called VIPs should be reduced and they should follow the traffic rules. In Arunachal many VIPs including Chief Minister travels in long convoy, which is unnecessary and wastage of public money. Often they cause traffic jam whenever they pass through various roads of capital complex. It is also seen that many people are given police bodyguards at whims and fancies. This too should be checked. Let police be there for protection of ordinary citizens. Unless there is specific threat perception, no individual should be given police protection whether he/she may hold whatever position. Hanging around with police bodyguard in public place is another symbol of VIP culture. Central government too should review the processes of giving police protection and only provide security cover to those who really faces threat to their life.

An open letter

Dear Editor,

For the past few issues, I have been reading about the protest of the GSU and other organizations of Galo dominated areas for the fulfillment of their demands. I believe that most of the protestors are local inhabitants who are familiar with the problems of the area and making genuine demands so that their inconvenience can be minimized.

It has pained me to see that apart from so called assurances there is no positive response or action from the government. It pains me to see the common man protesting giving up their time and energy. It has pained me more to see that Hon.CM Pema Khandu has not made a single statement in response. It is understandable that he being the Chief of the state is a busy man. But he should never forget that his primary duty is towards the citizens of the state and not to his cabinet or MLAs. Instead of constituting committees he should visit the ground and take stock of the real problem, meet the common man and bring out time bound realistic solutions. Committees may make many reports but it may be arbitrary and depend on the whims and fancies of people in power. Having said this it is the attitude of Galo legislatures that has pained me the most. When people are protesting in the streets their primary concern seems to be to attend gala dinners .Where is their ethical and moral responsibility? It is my earnest request to them that for once leave aside individual aspirations and profit, work for the betterment of the community and the state as a whole. Many of them have been elected consecutively yet what proof they have to show for their contribution to the community? This is a time to do something right. Take a collective decision for the benefit of the region and its people. Finally as an afterthought I would like to remind the people that the real power is in your hands. Vote for the right person, or do not vote at all.

Reset IST for NE

Dear Editor,

Every place in the world has a Natural local time. It is calculated by multiplying the longitude by 4 minutes. However, time zones are decided by DST standards, international and national conventions.  In India, both the westernmost Gujarat (68°E) and the easternmost Arunachal Pradesh (97°E) observe the same standard time zone.  India accepts longitude (82.5°E) as their Indian Standard Time UTC+5:30 (Coordinated universal Time) which is the world time standard since 1972. It is successor to Greenwich Mean Time (GMT). GMT is a time zone and UTC is a time standard. In the ideal world scenario, the time difference between Gujarat and Arunachal Pradesh would have been around 2 hours. She followed one time zone since independence, although Kolkata and Mumbai retained their own local time until 1948 and 1955 respectively. Now IST is used in aviation industry, meteorologists and to synchronize time across internet networks. Therefore everything is easy to compute. There can be lifestyle change if the difference between natural time zone and standard time zone largely differs.

The North East India region is closer to Dhaka, which is 30 minutes ahead of New Delhi. It shares borders with China, Myanmar and Bhutan as well as Bangladesh. Like north east, western states are also falling trap with single time zone. India would have saved 2.7 billion units of electricity every year by shifting the IST meridian eastward from 82.5°E longitude in Uttar Pradesh to 90°E near the Assam-Bengal border. Gujarat pushed back office and school timings by an hour. Even nationalised bank do follow state govt guidelines. Surprisingly Rajasthan went ahead with half an hour. In south India, people go to temple in the evening. So Mumbai, the city never sleeps. Even British knew it for Tea plantation in Assam, where ‘bagan time’ (tea garden time) started at 6:00 am one hour ahead of IST to make the most of the daylight. The plantation labour act 1951 allows setting local time for a particular area.

The delay over availability and usability of daylight and dark hours had resulted in massive losses for NE region. Definitely there is a loss of energy and workable hours. A person is fresher in the morning, but by the time at 10 o'clock he has lost that energy. This is one major reason why people living in the west of time meridian are more productive, progressive and prosperous than the people living in its east. It has a long lasting effect to our work culture. Despite Eastern India is blessed with an abundance of mineral wealth, their productivity is low, infrastructure poor and employment opportunities meagre. Overall, the perception is that people of eastern India are lazy and unproductive. And we are forced to observe UTC 5:30 that is very indifferent for us. Being placed in extreme east, our daylight differs with national time zone. Even daylight saving time (DST) was used by military during China-Indian war of 1962 and Indo-Pak wards of 1955 and 1971.  Two time zones will benefit eastern as well as western states of India. Slowly NE aware and realise that they have literally been kept in the dark, and now they feel alienated.

In ancient times, the irregular daily movement of the sun made puzzle to make equation of time. The improvements to the solar tables and the value of obliquity were done during medieval and renaissance period. The 17th century pendulum brought significance change for reliable clock.  In 1980, a team of researchers proposed three time zones of British-era but recommendations were not adopted. In 2006, the Planning Commission said having two time zones would lead to substantial energy savings in a country that frequently suffers power outages, but the central government rejected the plan. Scientists from the National Institute of Advanced Studies in Bengaluru studied the problem and concluded that separate time zones would cause chaos and might not lead substantial energy savings. On the other hand, it has several disadvantages. Instead they advocated a 30-minute advancement of IST. Our lifeline train systems are not automated. Collisions of US train in 1853 led to the setting up of the general time convention i.e. Railway Time. A ship would use nautical standard time upon leaving its territorial waters. However, it is unlikely that India will go ahead with different time zone.

Today all nations use standard time zone and some follow half-hour, quarter-hour deviations from standard time. Also many countries adopt DST by advancing clocks by an hour start of spring and adjusting back in autumn. NE must reset the clock in the State an hour or two ahead of IST to save energy and increase productivity. Even five day week will bring not only improving productivity but also saving electricity consumption. Our tourism industry will surely get boost up. International event like games are often suffered for unknown knowledge of outsiders to our region. Neighbouring Bangladeshi offers quality manpower at competitive prices. Is that because of UTC 06:00?  Many other central govt departments in like Railway, Defence have their own working hours as per region. The United States observes four different DST. Australia has three and Russia has nine. But being big country China has only one time zone ‘Beijing time’ to enhance national unity. The United Kingdom is not on GMT all year, it uses British Summer Time (BST), which is one hour ahead of GMT, during the summer months. In Arab, people stay inside during day hours to avoid extreme heat. Even schools open in evening there. Our neighbouring Bangladesh follows 5 day week to save power. Hope India will give a serious thought to examine the merits of resetting IST to save precious DST for North East as well as the Western region.
