Arunachal sets condition for Defence Ministry on land
ITANAGAR, Apr 20: The Ministry of Defence was today informed by the state government that the process is on for grant of permanent rights instead of lease hold right to defence authorities. This, however, on condition that the Defence Authorities pay annual lease rent of Rs 10 per sq mtr, which is as per the amended rules of state's land settlement laws.
Discussing on defence related land compensation issue, the state government briefed that on matters of dual compensation raised by the defence forces, a Group of Ministers is constituted whose report is being awaited.

India objects to China renaming places in Arunachal, AAPSU amused
New Delhi, Apr 20: Taking offence to China renaming six places in Arunachal Pradesh, India today said inventing names of states of a neighbour does not make illegal occupation legal.
Reacting to the issue, Spokesperson in the Ministry of External Affairs Gopal Baglay said Arunachal Pradesh is an integral part of India.
He said "renaming or inventing names of states of your neighbour do not make illegal occupation as legal".
China yesterday had announced that it has "standardised" official names for six places in the Northeastern state and termed the provocative move as a "legitimate action".
The Chinese move came days after Beijing lodged strong protests with India over the Dalai Lama's visit to the frontier state.

AAPSU urges govt not to heed to CoSAAP’s demand
ITANAGAR, Apr 20: The All Arunachal Pradesh Students' Union (AAPSU) has called upon the state government not to heed to the demand of the CoSAAP to raise the retirement age bar from 58 to 60 years.
In a release, the AAPSU stated that any wavering on the part of the state government in the sensitive issue of enhancing the age limit from 58 to 60 years and the issue of NOC will not be tolerated at any cost.
"We call upon the state government to take serious note of our repeated request on the issue of CoSAAP's demand. The government must be sensitive as well as sympathetic to the hopes and aspirations of thousands of youths in the state who are desperately looking out for one opportunity to realize their dreams. However, this demand of the CoSAAP will instead lead to "state of stagnation", said AAPSU General Secretary Tobom Dai.
Further, the Union said that the proposed state cabinet meeting slated to be held on Friday afternoon must take into consideration the deteriorating academic atmosphere in higher institutes of learning like NERIST and NIT in the state.
"Specific corrective suggestions must be conveyed from the state government to MHRD for appointment of regular directors in both the institutions of higher learning that have been left to fend for itself with stop gap arrangement for many years," said AAPSU President Hawa Bagang.
Further, he informed that the AAPSU will visit both the institutes to note the prevailing situation.
The Union also reminded the state government to reconsider the decision of winding up engineering wings in Education, Sports and Tourism departments. "Such a move would have an adverse effect on the overall growth of the departments and lead to unemployment of the individuals," said Bagang.

ITANAGAR, Apr 20: Prizes for the best camera trap captures were announced at West Bank, Seijosa Range during a function organized by the Pakke Tiger Reserve (PTR) on Wednesday last, which was attended by Parliamentary Secretary for Environment and Forest, C T Mein, MLA, Kameng Dolo, PCCF, G N Sinha and ADC, Kento Riba.

WASE opposes establishment of IMFL distillery plant at Pasighat

"Majority of children are alcoholics due to easy availability of IMFL shops in Pasighat. If the alcohol distillery plant is allowed at IGC Niglok, it will aggravate the matter", the WASE feared.
Opposing the proposed plant, the group stated that the company may agree to prescribed guidelines by the government but it will not be able to ensure pilferages of liquor in the black market which would adverse the situation in Pasighat, WASE added.
The group informed that 11 villages of the proposed site have agreed to oppose the installation of the distillery plant. A signature campaign was also conducted, in which villagers signed on a petition that they do not want the IMFL distillation plant to be established.
It further claimed that most drugs are being smuggled into Pasighat from neighouring Assam, and the group appealed to the state government to initiate a mechanism involving Assam counterparts to contain flow of drug peddlers.
Nurses seeks action against nurses with fake certificates
ITANAGAR, Apr 20: In a shocking revelation, the Trained Nurses Association of India, Arunachal Pradesh State Branch on Thursday informed that there is mushrooming of untrained nurses with fake certificates and documents in the state.
In a representation to the Minister of Health and Family Welfare, the Association stated that these untrained nurses have falsified their diploma transcript and certificates claiming that they have the requisite experience and registered under various state councils.
The Association further claimed that on being scrutinized, the certificates of Arunachal Pradesh Nursing Council (APNC) trained nurses were found to be forged. It was also informed that the APNC had furnished the names of candidates who are serving as nurses in the district with fake certificates. However, no action has been initiated yet.
"A nurse without proper education is dangerous to a patient", the Association stated.
It informed that, so far, 11 untrained nurses with false certificates have been detected.
The association sought immediate dismissal of the said nurses from their services, and said that the APNC has already been notified of the cancellation of the 11 nurses whose documents were found to be falsified.
The Trained Nurses Association further feared that there may be hundreds of untrained nurses with fake certificates and added that the government should look into the matter seriously.
Six trained psychiatrists for entire Arunachal

ITANAGAR, Apr 20: For a population of more than 13 lakh, Arunachal has just six trained psychiatrists, a glaring example of inadequacy of psychiatrists in India.

Dr Kena further said that self harm or suicide has become the leading cause of death among the youth world over.
Empirical evidence of Dr Kena suggested that suicide rate in the state is higher as compared to pan India (10.1 as compared to 8.6 per hundred deaths), while there is alarming data of 58.6 percent empirical evidence of suicides among Mishmi tribe, said an RGU report.
Senior Lecturer and Psychotherapist, Guwahati Medical College and Hospital, Dr Bornali Das discussed on risk and protective factors related to suicide, emphasizing on "hopeless, worthless and helpless" as the hallmark of suicide. She also stated that personality also plays a very important role.

Rebia urges Central Govt to release special package under AMRUT
ITANAGAR, Apr 20: Urban Development Minister Nabam Rebia has appealed to the Union Urban Development, Housing & Urban Poverty Alleviation Minister M Venkaiah Naidu to allocate special package of Rs 470.44 crores to Arunachal Pradesh under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) since the municipality is unable to avail external resources like funding from Asian Development Bank (ADB) and JICA for infrastructure development of the Capital city, Itanagar.
Attending the review meeting of the Ministry of Urban Development and the Ministry of Housing and Urban Poverty Alleviation's schemes for Northeastern states, including Sikkim, in Guwahati on April 18, Rebia also requested the Union Minister for consideration of Smart City proposals of Itanagar and Pasighat within this fiscal year, which were submitted by the state government for early consideration of the Central Government.
Rebia also appealed for release of the Additional Central Assistance of Rs 26.44 Crore for completion of ongoing five projects sanctioned under the Urban Infrastructure & Governance (UIG) component of JNNURM within current financial year and to enhance the central incentive of Rs 4800 to Rs 12000 for construction of Individual Household Latrines (IHHL) and to raise the ACA from Rs 39200 to Rs 47040 per seat for construction of community toilet under Swachh Bharat Mission (Urban).
He further requested the Central Government to release the balance central share of Rs 48.58 crore only for completion of 15 ongoing projects under the Ministry of Urban Development and to release central share to the tune of Rs 13.46 crore for completion of five ongoing projects under the Ministry of Housing and Urban Poverty Alleviation, under 10 percent lump sum schemes for the benefit of North eastern region, including Sikkim.
"Arunachal Pradesh is unable to avail funding under North Eastern Region Urban Development Programme (NERUP) funded by the Asian Development Bank due to alleged objections from China," Rebia said, and requested the Central Government to give additional 10 percent funding, particularly to Arunachal Pradesh under the 10 percent lump sum schemes for the benefit of North eastern region, including Sikkim.

BOMDILA, Apr 20: Emphasizing on skill development which is essential for Human Resource Development, Parliamentary Secretary for Home & Education Pani Taram, during the inaugural session of the third regional workshop on Technical Education for Polytechnics of North Eastern States gave thrust on technical education as the polytechnics have been a late starter in the region especially in Arunachal Pradesh.
The workshop, under way at Dirang, started on Thursday.
Observing that infrastructure development and financial resources are the main hurdles for polytechnics to make their mark, Taram urged the Director of the National Institute of Technical Teachers Training and Research (NITTTR), Kolkata, to pursue the matter with the ministry of Human Resource Development (HRD).
He also remarked that, the faculty of the polytechnics needs to be well trained, knowledgeable and kept abreast with the modern technology in order to produce skilled and competent graduates.

He further directed the PWD officials to go for timely and mandatory inspection of the works being undertaken to ascertain the ground realities and also to ensure execution of quality work.
Shortcomings that were observed in the works inspected were asked to be rectified with an action taken report to be submitted to him and the concerned administrative officer was also directed to ensure that the rectification work is undertaken in letter and spirit.

PASIGHAT, Apr 20: The East Siang District Bar Association (ESDBA), which has been boycotting government cases for nearly two years, finally called off its stir from Tuesday last.
Informing about the decision, ESDBA President, Advocate Toning Pertin said that the pending bill has been assured to be cleared within a week by the Deputy Commissioner. "Accordingly, we have appealed to our penal of lawyers to take up government cases."
Meanwhile, ESDBA expressed gratitude to DC Tamiyo Tatak and EAC (Judicial) Kamin Darang for their initiative to clear the long pending bills of the penal of lawyers.

TEZU, Apr 20: Taking the smart district initiative to another level, around 34 CCTV surveillance cameras were installed on Thursday in the market and other sensitive areas under the initiative of the District Administration.
The CCTV cameras were earlier installed near busy and sensitive areas like SP's office, General Hospital and Kanchi Chariali as well.

Decadal Nyishi Day celebrated
ITANAGAR, Apr 20: The reports of celebration of the Decadal Nyishi Day in the Nyishi dominated districts are still pouring in.
Attending the celebration at Palin on Wednesday, local MLA Takam Pario advised the Nyishi brethrens to lead a disciplined life and work hard for the uplift of the Nyishi community in particular and state as whole.
More than 20 Rwhkam Pada and cultural troupes presented different colourful dances on the occasion. The celebration was also attended by NES district unit Vice President Tatung Taying and block level NES executive members of Kra Daadi district, government officials, Panchayat leaders, gaon burahs, students and the general public.

should not be regularized as they will be regularized against the newly created posts

More need to be done to abolish VIP culture
The decision of union cabinet to stop using of red beacon by VIPs is good beginning towards abolishing VIP culture from India. Union Cabinet yesterday took the decision to remove red beacons from all VIPs including the President, Prime Minister and Chief Ministers. Following this decision Chief Minister Pema Khandu ordered removal of all red beacons from vehicles used by the Chief Minister's Office, including vehicles of his official convoy. Now that a beginning has been made, both union as well as state government should take more steps to fully abolish VIP culture.
There should not be any separate entry for them at airport and railway station. Also the convoy of so called VIPs should be reduced and they should follow the traffic rules. In Arunachal many VIPs including Chief Minister travels in long convoy, which is unnecessary and wastage of public money. Often they cause traffic jam whenever they pass through various roads of capital complex. It is also seen that many people are given police bodyguards at whims and fancies. This too should be checked. Let police be there for protection of ordinary citizens. Unless there is specific threat perception, no individual should be given police protection whether he/she may hold whatever position. Hanging around with police bodyguard in public place is another symbol of VIP culture. Central government too should review the processes of giving police protection and only provide security cover to those who really faces threat to their life.

An open letter
Dear Editor,
For the past few issues, I have been reading about the protest of the GSU and other organizations of Galo dominated areas for the fulfillment of their demands. I believe that most of the protestors are local inhabitants who are familiar with the problems of the area and making genuine demands so that their inconvenience can be minimized.
It has pained me to see that apart from so called assurances there is no positive response or action from the government. It pains me to see the common man protesting giving up their time and energy. It has pained me more to see that Hon.CM Pema Khandu has not made a single statement in response. It is understandable that he being the Chief of the state is a busy man. But he should never forget that his primary duty is towards the citizens of the state and not to his cabinet or MLAs. Instead of constituting committees he should visit the ground and take stock of the real problem, meet the common man and bring out time bound realistic solutions. Committees may make many reports but it may be arbitrary and depend on the whims and fancies of people in power. Having said this it is the attitude of Galo legislatures that has pained me the most. When people are protesting in the streets their primary concern seems to be to attend gala dinners .Where is their ethical and moral responsibility? It is my earnest request to them that for once leave aside individual aspirations and profit, work for the betterment of the community and the state as a whole. Many of them have been elected consecutively yet what proof they have to show for their contribution to the community? This is a time to do something right. Take a collective decision for the benefit of the region and its people. Finally as an afterthought I would like to remind the people that the real power is in your hands. Vote for the right person, or do not vote at all.

Every place in the world has a Natural local time. It is calculated by multiplying the longitude by 4 minutes. However, time zones are decided by DST standards, international and national conventions. In India, both the westernmost Gujarat (68°E) and the easternmost Arunachal Pradesh (97°E) observe the same standard time zone. India accepts longitude (82.5°E) as their Indian Standard Time UTC+5:30 (Coordinated universal Time) which is the world time standard since 1972. It is successor to Greenwich Mean Time (GMT). GMT is a time zone and UTC is a time standard. In the ideal world scenario, the time difference between Gujarat and Arunachal Pradesh would have been around 2 hours. She followed one time zone since independence, although Kolkata and Mumbai retained their own local time until 1948 and 1955 respectively. Now IST is used in aviation industry, meteorologists and to synchronize time across internet networks. Therefore everything is easy to compute. There can be lifestyle change if the difference between natural time zone and standard time zone largely differs.
The North East India region is closer to Dhaka, which is 30 minutes ahead of New
Delhi. It shares borders with China, Myanmar and Bhutan as well as Bangladesh. Like
north east, western states are also falling trap with single time zone. India would
have saved 2.7 billion units of electricity every year by shifting the IST meridian
eastward from 82.5°E longitude in Uttar Pradesh to 90°E near the Assam-
The delay over availability and usability of daylight and dark hours had resulted
in massive losses for NE region. Definitely there is a loss of energy and workable
hours. A person is fresher in the morning, but by the time at 10 o'clock he has lost
that energy. This is one major reason why people living in the west of time meridian
are more productive, progressive and prosperous than the people living in its east.
It has a long lasting effect to our work culture. Despite Eastern India is blessed
with an abundance of mineral wealth, their productivity is low, infrastructure poor
and employment opportunities meagre. Overall, the perception is that people of eastern
India are lazy and unproductive. And we are forced to observe UTC 5:30 that is very
indifferent for us. Being placed in extreme east, our daylight differs with national
time zone. Even daylight saving time (DST) was used by military during China-
